BACKGROUND AND ANALYSIS

Miami-Dade County Public Schools ("MDCPS") is a public school district serving Miami-Dade County, in the U.S. State of Florida. Founded in 1885, MDCPS is the largest school district in Florida and the Southeastern United States, and, as of 2020, the fourth largest in the United States.

In April 2012, the Town of Cutler Bay (the "Town") Council adopted Resolution No. 12-21 approving an Interlocal Agreement with the MDCPS Board for purpose of establishing additional education choices within the Town. The Town desires to express its support of the MDCPS 2021 State of Florida Legislative Program.

The M-DCPS Board has approved the following top priorities for the upcoming legislative session:

* Holding school district operational funding harmless by mitigating any FTE enrollment declines experienced by districts and any impact of state budget shortfalls by fully funding districts based on the 2019-2020 fourth FTE calculation and minimally providing per student funding at 2020-2021 levels or $7,793.01 (statewide) and $7,941.46 for Miami-Dade;

* Waiving all sanctions related to the Florida Statewide Assessment Program, including but not limited to third grade promotion, end-of-course calculations, graduation test requirements, performance evaluations of instructional and administrative staff, and school and district grades;

* Continuing the Funding Compression and Hold Harmless Allocation formula established during the 2020 legislative session to address inequities of the curren...
