BACKGROUND AND ANALYSIS

On February 20, 2008, the Town Council adopted Resolution No. 08-11, approving a Road Transfer Agreement (the "Agreement") between Miami-Dade County and the Town of Cutler Bay (the "Town"). The Agreement subsequently transferred ownership of all road segments located within the municipal limits of the Town, including underlying title and responsibility for the planning, design, construction, improvement and maintenance of the road segments to the Town.

Since then, the Town Staff has completed the proactive replacement of numerous sidewalks with potential "trip-hazards," identified in the Town's 2009 Sidewalk & Roadway Assessment Report (the "Report"). Additionally, the Report inspired the development of a Sidewalk Replacement and ADA Accessibility Compliance Criteria (the "Criteria"), along the Town's extensive pedestrian sidewalk network.

The planned repairs (i.e., sidewalk replacements and installation of ADA accessible ramps) will provide residents with a safer walking experience throughout the Town's sidewalk network. In an effort to perform all the necessary repairs to the sidewalks identified in the Report, the Public Works Department budgeted funds in the adopted budget for Fiscal Year 2020-21, via the Local Option Gas Tax (distributed to all the municipalities on an annual basis).
