BACKGROUND AND ANALYSIS
Since March 2013, the nation has been under a State of Emergency due to the Novel Coronavirus Disease 2019 ("COVID-19") pandemic. On March 27, 2020, President Trump signed the Coronavirus Aid, Relief, and Economic Security (CARES) Act (the "CARES Act") into law.
The CARES Act includes a $150 Billion Coronavirus Relief Fund to reimburse local governments for necessary expenditures incurred due to the public health emergency with respect to COVID-19, that are not covered by FEMA or other CARES related grant programs.

Miami-Dade County received $474 million from the Coronavirus Relief Fund established under the CARES Act. On August 4, 2020 the County Commission voted to allocate up to $100 million from the Fund to the municipalities within Miami-Dade County. Municipalities may request reimbursement from Miami-Dade County to meet the local match required by FEMA, governmental operations related to COVID-19 that are not FEMA reimbursable, and approved new programs (Attachment "A"). Eligible funds must be incurred during the period that began March 1, 2020 to December 30, 2020.
