BACKGROUND AND ANALYSIS

 

On September 17, 2014, the Town Council adopted Resolution No. 14-63, authorizing the Town Manager to negotiate and execute a Non-Exclusive Professional Services Agreement (“Agreement”) between the Town and Stantec Consulting Services, Inc. (“Consultant”), in response to the Consultant’s submission to Request for Qualifications (RFQ) No. 14-05 Professional Engineering Services. On January 2, 2015, the Town Manager executed the Agreement between the Town and Consultant. On January 15, 2020, the Town Council adopted Resolution No. 20-01, authorizing the Town Manager to execute the First Amendment to the Agreement with Consultant. Town Staff is seeking Professional Services to assist the Public Works Department in the Design Services (“Services”) for the Franjo Road Roadway Improvements Project (“Project”).

 

On January 15, 2020, the Town Council adopted Resolution No. 20-04 approving a Joint Participation Agreement (JPA) with Miami-Dade County (the “County”) and the Town of Cutler Bay (the “Town”) to facilitate the construction of roadway improvements for Franjo Road (Project Limits: Old Cutler Road to S.W. 184 Street).

 

 

The scope of work will include reconstruction of the existing two (2) travel lanes, provide complete Americans with Disabilities Act (ADA) accessibility, continuous storm drainage systems, continuous curb & gutter, intersection improvements including dedicated turn lanes at key intersections, middle lane for turning movements with select medians, 10’ shared use path on one side of road, concrete pedestrian crosswalks, full sidewalk replacement, bus pull-out bays, new street lighting, traffic signalization, two (2) traffic circles, one at Cutler Ridge Drive and another on Gulfstream Road, landscaping and a total of ten (10) new decorative bus shelters at each of the existing 10 shelter locations. Irrigation design is not included; plant selection will be such that irrigation will not be required.

 

The Town’s Consultant was subject to a thorough compliance review process which was conducted by the Miami-Dade County Small Business Development Department. The purpose of the compliance review was to verify that the Town’s Consultant met the County’s 34.16% sub-consultant Goal(s), established for this Project. On December 10, 2019, the County’s detailed Compliance Review verified that the Town’s JPA Consultant is in compliance with the overall Small Business measures established for the contract (Attachment “A”).

 

The Town agrees to fund the enhancement costs as well as the Construction, Engineering and Inspection Services through the Town’s People’s Transportation Plan (“PTP”) municipal allocation. The County agrees to provide funds up to $8,889,159.00 (this amount includes ten percent (10%) contingency) for eligible costs, as defined herein, incurred by the Town for the design and construction of the Project. Funding for the Design Services is included in the Town’s Fiscal Year 2019-20 Operating Budget. Town Staff has determined that Consultant is the best suited to provide the design services for the Project and has negotiated the proposed Services in an amount not to exceed $541,787.00 (Attachment “B”).

 

As part of the Purchase Order, the Consultant will provide the following Professional Design Services: Master Plan Phase, Design Phase, and Public Involvement Services.

 

 

RECOMMENDATION

 

Town staff recommends that the attached Resolution be adopted, authorizing the Town Manager to issue a Purchase Order in an amount not to exceed $541,787.00 to Stantec Consulting Services, Inc. to provide Professional Design Services for the Franjo Road Roadway Improvements Project.
