BACKGROUND AND ANALYSIS

In accordance with Section 7.6 of the Charter of the Town of Cutler Bay (the "Town") and Sections 2-236 and 2-237 of the Town Code of Ordinances, any lobbyist wishing to lobby any Town Council member, employee, board or committee member must first register with the Town Clerk and pay an annual fee of two hundred fifty dollars ($250.00).

The Town Clerk shall provide registration forms; collect payments; report to the Town Council on a regular basis lobbyists that have registered; maintain a register for the Town Council and public; obtain annual reports of lobbyist expenditures; and gather and share reports of lobbying activity prior to a public hearing of the Town Council, as well as, other election related requirements.


It is appropriate that the Town should update and impose reasonable fees for the process of lobbyist registration that reflect cost recovery for the management of information and documents. Staff has inquired of surrounding municipalities and finds that fees range from individual fees for lobbyists and additional fees per issue to a flat fee of five hundred dollars ($500.00) per lobbyist.
