BACKGROUND AND ANALYSIS

The Miami Dade Fire Department (the "Department") has provided fire and rescue services to the Town of Cutler Bay (the "Town") prior to, and since incorporation. The Department is designated as a Class 2/2X Public Protection Classification, as rated by the Insurance Services Office, Inc., and Internationally Accredited through the Commission on Fire Accreditation International. The fire fighters of the Department perform at an extremely high-level of service and have saved countless of lives within our municipality. The Town is serviced by three (3) stations:

* Station 55 - Saga Bay (21501 SW 87th Ave, Cutler Bay)
* Station 34 - Cutler Ridge (10850 SW 211 St, Cutler Bay)
* Firehouse 50 - Perrine (9798 Hibiscus St, Palmetto Bay)

Station No. 55 - Saga Bay is the busiest station serving our residents and visitors. In 2018, Station 55 - Saga Bay responded to 2,564 incidents accounting for forty-eight (48%) percent of the incidents within the Town. Due to the station's proximity to multi-family units and town homes located East of Old Cutler Road, the dense population further strains the Department's ability to respond to incidents. Additionally, the station's proximity to Black Point Park and Marina, which is the largest public marina in Miami and is part of the Miami-Dade Parks, Recreation, and Open Spaces Department, increases the number of calls to Station 55 [comprise...
