BACKGROUND

 

The Florida Department of Law Enforcement (FDLE) administers the Edward Byrne Memorial Justice Assistance Grant (JAG) for the State of Florida. JAG is a national, formula-based, block-grant program from the U.S. Department of Justice (DOJ), with the goal of improving the criminal justice system. The JAG program provides funds to local and tribal units of government as well as state criminal justice agencies, to enhance initiatives in their jurisdiction. 

 

The Town is currently eligible for three grant allocations totaling $20,185.00, and desires to use the funding to support a variety of efforts that will improve the safety and security of our residents and officers.  The Town has developed three projects that are aligned with the grant requirements based on feedback from residents during various public meetings or outreach events and conversations with our Police Major and Officers.  The Town wishes to finalize these applications with the FDLE and take all necessary steps to accept the grant allocations and complete the proposed projects. A summary of each project is provided in the chart below.

Cutler Bay Youth Safety Program

$4,939.00

 The Town of Cutler Bay proposes to use $4,939.00 Byrne/JAG Funding to continue the Cutler Bay Youth Safety Program conducted by the Town's Neighborhood Resource Unit Officers. This project will serve to reduce instances of school violence, improve the safety of bicyclists and pedestrians, and improve personal safety of children and residents. Activities includes bully prevention, bike safety, and distribution of bike safety locks and reflector lights.

Cutler Bay RadKIDS Project

$10,000.00

 The Town of Cutler Bay proposes to use $10,000.00 Byrne/JAG Funding to implement the RadKIDS children's education safety curriculum conducted by the Town's Neighborhood Resource Unit Officers. RadKIDS is the national leader in children's safety education and offers an empowering skill-based curriculum that will teach children to protect themselves. This project increases children's ability to recognize, avoid, resist, and if necessary, escape violence or harm.

Cutler Bay Active Shooter Preparedness

$5,246.00

 The Town of Cutler Bay requests to use its $5,246.00 FY2018 JAG allocation to conduct an active shooter preparedness training and CPR/First AID/AED training for all officers.  Funding from JAG will allow the Town to pay overtime hours to support adequate coverage of the Town while officers are grouped into shifts to attend active shooter training and a hand-on simulation drill together as a full unit.

 

 

RECOMMENDATION

 

Staff recommends that the attached Resolution be adopted, accepting the Edward Byrne Memorial Justice Assistance Grant from Florida Department of Law Enforcement for $20,185.00, approving the subsequent agreement(s), and authorizing the Town Manger to execute any subsequent agreements or documents related to the grants.
