BACKGROUND AND ANALYSIS
The Town of Cutler Bay (“Town”) is committed to providing transportation options to its residents in order to promote mobility throughout the Town. Residents of the Town of have expressed desire to enhance their transit mobility. The availability of a municipal on-demand service will provide an opportunity of transit to match the travel needs of the Town residents. Providing on-demand services will achieve the need for new technological and mobility solutions in the Town.
Miami-Dade County (“County”) intends to procure an on-demand transportation service provider through its competitive bidding process, in which the Town will be included in the proposed service areas (“Project”). The provision of a balanced, multimodal transportation network that will connect existing Miami-Dade of Department of Transportation and Public Works (“DTPW”) services will help increase the use of services already provided by DTPW.
On February 1, 2019, in anticipation of the Project, Town staff met with County staff to coordinate the efforts of implementing the Project. An Interlocal Agreement for the Provision of On-Demand Transportation Services between the Town and County (“Interlocal Agreement”) is proposed to facilitate the on-demand services and funding for such services.
The Project cost will be funded by Florida Department of Transportation’s SMART Demonstration Grant award to the Town, a three-year grant that provides a dollar for dollar match by the Town.
On December 12, 2018, pursuant to Resolution No. 18-87, the Town Council approved the matching of grant funds in the amount of $192,500.00. The Interlocal Agreement will have an initial term of three years to coincide with the Florida Department of Transportation grant awarded to the Town for the services. The Interlocal Agreement will have the option to renew, in the event additional Town funding or grant funding is available.
The Town Manager is requesting authority to execute the Interlocal Agreement and any other documents necessary to implement the Project.
RECOMMENDATION
We recommend that the attached Resolution be adopted, authorizing the Town Manger to execute an Interlocal Agreement with the County to be the Town’s service provider for on-demand services and govern the use of grants funds for the service.
