Authorizing the Town Manager to Issue a Purchase Order to Kimley-Horn and Associates, Inc. for the Final Town Center Plaza Construction Plans and Design Service.

REQUEST

A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, RESCINDING RESOLUTION NO. 17-82 AUTHORIZING THE TOWN MANAGER TO ISSUE A PURCHASE ORDER TO KIMLEY-HORN AND ASSOCIATES, INC. FOR THE FINAL TOWN CENTER PLAZA CONSTRUCTION PLANS AND DESIGN SERVICES; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS

On September 27, 2017, the Town Council adopted Resolution No. 17-82 authorizing the Town Manager to issue an additional Purchase Order of $998,530.00 to Kimley-Horn and Associates, Inc. for the Final Town Center Plaza Construction Plans and Design Services. Please join me in voting to rescind Resolution No. 17-82 (Attachment "A") for the following reasons:

* There is an extremely high cost of $998,530.00 for construction documents for this project based on a nearly 14-million-dollar construction cost estimate. This does not include the estimated construction costs for the Town Center Building Main Entry Plaza.

* There is not enough public support for this project as only twelve (12) unduplicated people (not all residents) attended the public meetings for input where no cost estimates were provided for this project (Attachment "B").




* The proposed Town Center Plaza with outdoor amphitheater sits directly across the street (0.08 miles) from an existing Cultural Arts Center that already provides indoor and outdoor concerts and other cultural events for the community.

The Town is currently exploring the feasibility of acquiring approximately 18-acres of land along Old Cutler Road to serve as a Municipal Complex and Open Space. This land will potentially serve as a better location for the future...
