BACKGROUND AND ANALYSIS
The Transportation Planning Organization (TPO) annually awards grants to encourage Miami-Dade County municipalities to perform relevant transportation planning studies for community-based and cost-effective improvements. During the 2019 SMART Moves Program funding cycle, the Town staff submitted a grant proposal for the development of the "Cutler Bay Mobility Hubs Plan" (Attachment "A"). The Town's project received the TPO Mobility Hubs Plan Award Letter for a grant in the amount of $50,000 with a $20,000 match from the Town (Attachment "B").
On September 17, 2014, the Town Council adopted Resolution No. 14-63, authorizing the Town Manager to negotiate and execute a Non-Exclusive Professional Services Agreement ("Agreement") between the Town and Marlin Engineering, Inc. ("Consultant"), in response to the Consultant's submission to Request for Qualifications No. 14-05 Professional Engineering Services. On January 2, 2015, the Town Manager executed the Agreement between the Town and Consultant. Town staff is seeking professional services to assist with the development of the "Cutler Bay Mobility Hubs Plan" in accordance with the scope of work identified in the grant application submitted to the Transportation Planning Organization.
Town staff has determined that Marlin Engineering is best suited to provide the services for the project and has negotiated a proposal in an amount not to exceed $69,327.00 (Attachment "C"). A por...
