A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, APPROVING THE INTERLOCAL AGREEMENT BETWEEN THE MIAMI-DADE TRANSPORTATION PLANNING ORGANIZATION AND THE TOWN OF CUTLER BAY FOR THE CUTLER BAY MOBILITY HUBS PLAN; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Miami-Dade Transportation Planning Organization ("TPO") annually awards grants to encourage Miami-Dade County municipalities to perform relevant transportation planning studies for community-based and cost-effective improvements. During the 2019 SMART Moves Program funding cycle, the Town of Cutler Bay ("Town") staff submitted a grant proposal for the development of the "Cutler Bay Mobility Hubs Plan" ("Plan") (Attachment "A"). The Town's project received the TPO Mobility Hubs Plan Award Letter for a grant in the amount of $50,000 with a $20,000 match from the Town (Attachment "B").
Mobility Hubs are transit access points with frequent transit service. The Town Plan focuses on pedestrian and bicycle connections, secure and comfortable places to wait for transit, and safe and easy transfers between routes. Once hubs within the Town have been identified, the appropriate scale of transportation infrastructure and amenities to facilitate usage of the hubs will be recommended through conceptual design and visualizations. The Plan will include a sketch of the Town's existing circulator and bus system and propose recommendations to improve the Town's overall transit performance and connectivity.
