BACKGROUND AND ANALYSIS
The Town of Cutler Bay (the “Town”) owns and maintains Franjo Park (the “Park”), located north of Old Cutler Road on Franjo Road, which is approximately five (5) acres in size. In September 2017, Hurricane Irma made landfall in the Town. The Town experienced wide-spread damage due to the hurricane’s impact. Resultantly, the Park closed due to damage caused to lighting, fencing, and netting; it has not reopened since (Attachment “A”).
The Town has received preliminary estimates for repairs exceeding $480,000.00. The Town intends to apply for funding through the Federal Emergency Management Agency (“FEMA”) Public Assistance (“PA”) Program for eligible repair costs that are not covered by the Town’s insurance policy with the Florida League of Cities. To qualify for FEMA PA funding, the Town must comply with federal procurement standards. The Town Manager will coordinate with the Town Attorneys to develop the Invitation to Bid (ITB) for the restoration of the Park.
Town Staff requests the authorization to develop and issue an ITB for the restoration of the Park, following the damaging impact of Hurricane Irma.
RECOMMENDATION
We recommend that the attached Resolution be adopted, authorizing the Town Manager to issue an Invitation to Bid (ITB) for the restoration of Franjo Park.
