A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, APPROVING BALLPARK MAINTENANCE, INC. FOR BASEBALL FIELD REPAIRS AT LAKES BY THE BAY PARK; PROVIDING FOR WAIVER OF COMPETITIVE BIDDING; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town of Cutler Bay's Strategic Master Plan 2014-2019, Goal # 7 states "a well-developed park and recreation system will improve the overall quality of life; create a positive sense of Town identity among our residents and increase property values." The baseball fields received damage due to Hurricane Irma. To continue providing Town residents with functional facilities and amenities, repairs to the damaged turf areas, laser grading, clay and re-establishing the edges at Lakes by the Bay Park must be done (Attachment "A").
At the Town Manager's request, the Parks and Recreation Department solicited installation information from qualified vendors, and three (3) written quotes were obtained (Attachment "B"). Ballpark Maintenance, Inc. provided the lowest cost estimate of $26,306.16. The Town Manager is requesting a waiver of the formal competitive bid process because Town Staff has already secured three (3) written quotes that provided the lowest quote; Ballpark Maintenance, Inc and would not be advantageous to the Town.
RECOMMENDATION
Staff recommends that the attached Resolution be adopted, waiving the competitive bidding process because it is not advantageous to the Town, and authorizing the Town Manager to enter into an Agreement with Ballpark Maintenance, Inc. in an amount not to exceed $26,306.16 for excavating the excessive clay li...
