BACKGROUND AND ANALYSIS

 

The Town of Cutler Bay Town Charter Section 6.2 dictates that every sixth year the Town Council shall appoint and fund a charter revision commission.  Additionally, the Town Charter states that the commission shall consist of five residents including one from each of the three residential areas. One appointment shall be made by the mayor, vice-mayor and each district council member. Each district council member shall appoint one (1) person from his or her council district. No town official shall be appointed to serve on a charter revision commission. The commission shall commence its proceedings within 45 days after appointment by the council. No person shall serve as a voting member of a charter revision commission more than two times consecutively.  The Commission shall be charged with reviewing each and every section of the charter and make recommendations for change.

 

In order to comply with the ability for the Town Council to submit ballot questions in accordance with the deadlines set by Miami-Dade County Elections, the resolution requires that the Charter Review Commission report their recommendations to the Town Council by April, 2018.

 

RECOMMENDATION

 

It is recommended that the Town Council adopt the Resolution appointing the five nominees of the Mayor and Town Council.
