A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, AUTHORIZING THE ISSUANCE OF AN INVITATION TO BID (ITB) FOR PHASE 1 OF THE TOWN CENTER PLAZA PROJECT AND AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AN AGREEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
On September 27, 2017, the Town Council adopted Resolution No. 17-82 authorizing the Town Manager to issue an additional Purchase Order of $998,530.00 to Kimley-Horn and Associates, Inc. for the Final Town Center Plaza Construction Plans and Design Services. I would like to expedite the construction of Phase 1 of the Town Center Plaza for the following reasons:
* The Town currently does not have a location within the Town for our youth to skate.
* At the 2007 Youth Summit, the young people of Cutler Bay resoundingly asked for a safe place to skate within the Town. The Town promised to honor their request and now is the time to do so.
* It will provide a safe gathering place for the youth of the community.
* The International Olympic Committee voted unanimously to include skateboarding in the 2020 Summer Games in Tokyo. If constructed by next year, that gives skaters a year to practice on a hometown, Olympic style plaza.
* The Town Center Plaza will be a world class premiere public skate plaza. It will be the only Street League Skateboarding (SLS) Foundation Certified Skate Plaza in the entire state of Florida. Thus, allowing for SLS competitions to take place in the Town and that, in turn, will stimulate the local economy.
* Our hope is to get the most qualified bidder to design and build the Town Center Plaza skate spot.
* Because of the SLS designation and the skate plaza design, top skaters will come from all over ...
