BACKGROUND AND ANALYSIS
Three times a year (March, July and November), funding is awarded for the implementation of best management practices designed to reduce pollutant loads to impaired waters from urban stormwater discharges. This funding is administered by the Florida Department of Environmental Protection (FDEP) as the Total Maximum Daily Load (TMDL) Water Quality Restoration Grant, which is set out by rule in Chapter 62-305, F.A.C. and authorized by Section 403.890(2), F.S.
During the November 2016 funding cycle, the Town was originally awarded $274,000 to support SW 100 Avenue Stormwater Retrofit Project, located within the Point Royale Section 5 Sub-Basin from Broad Channel Drive to SW 186th Street (the “Stormwater Project”). The initial grant request was based on preliminary cost estimates from the Town’s Stormwater Master Plan. After completing 100% of the design plans, a new opinion of probable cost was developed. The Stormwater Project cost increased from approximately $600,000 to approximately $800,000. Fortunately, the Town was able to negotiate with FDEP and secure an additional $100,000 in funding. This brings the total grant award to $374,000. The Town is required to provide a $1:$1 match that will be funded with the Town’s People’s Transportation (PTP) Funds.
PROJECT OVERVIEW
The Stormwater Project is located within the Point Royale sub-basin area which, is identified as a “high” priority, as per the Town’s adopted Stormwater Master Plan and Floodplain Mitigation Plan. The project consists of a stormwater retrofit following best management practices (BMPs) in the Point Royale sub-basin to improve water quality and hydraulic capacity. The BMPs include catch basins, pollutant retardant baffles, and exfiltration trenches. These combined improvements are anticipated to reduce pollutant loadings by 92.7% for Total Phosphorus (TP), 89.5% for Total Nitrogen (TN), and 90.6% for Total Suspended Solids (TSS) to the Black Creek (C-1; Waterbody Identification (WBID) 3297) and Biscayne Bay (WBID 6001).
This project’s stormwater treatment train includes;
Ø Construction of Catch Basins
Ø Installation of pollutant retardant baffles
Ø Installation exfiltration trench (French drains)
As part of our commitment to Public Outreach, the Public Works Department will distribute project flyers, to all affected residents in the area prior to the start of construction. The Town will coordinate with local schools to conduct site visits that will educate students about the importance of protecting the community’s water supply. Finally, the Town will install signage to provide long-term education about the stormwater drainage system. The purpose of the Public Outreach campaign is to educate the public about the proposed drainage improvement project and stormwater pollution and treatment in general. Once the Stormwater Project is completed, the Town is required to prepare a Quality Assurance Project Plan and monitor the effectiveness of the drainage system for a period of one-year.
RECOMMENDATION
It is recommended that the Town Council approve the attached Resolution approving the FDEP grant and authorizing the Town Manager to execute the FDEP Grant Agreement No. NS023 (Exhibit A).
