BACKGROUND AND ANALYSIS

 

On August 20, 2008, the Town adopted the Stormwater Master Plan via Resolution No. 08-50 for the purpose of identifying opportunities to protect surface water quality and reduce flooding within the Town. This Stormwater Master Plan is comprised of the following components:

 

                     A review of existing stormwater and drainage data, reports, and plans available through SFWMD, Miami-Dade County, and Town sources

                     A field inventory of existing drainage structures

                     A drainage atlas including the type, size, and general location of drainage infrastructure elements

                     Basin and Sub-basin delineations based on available survey data and other sources

                     Hydrologic and hydraulic modeling analysis of the existing systems and their capacity to handle the 5-year/24-hour, 10-year/24-hour, 25-year/72-hour, 50-year/72-hour, and 100-year/72-hour storm events

                     Identification and analysis of alternatives for improvements needed to alleviate deficiencies identified in the hydrologic and hydraulic modeling phase

                     Development of an optional Capital Improvement Plan (CIP) to implement the identified improvements

 

On April 15, 2015, the Town approved Resolution No. 15-22 selecting Marlin Engineering, Inc. for design services for the SW 100 Avenue Stormwater Retrofit Project, located within the Point Royale Section 5 Sub-Basin. Marlin Engineering, Inc. has prepared Drainage, Roadway, Signing and Pavement Marking Plans.

 

The SW 100th Avenue Stormwater Retrofit Project, is located within the Point Royale Section 5 Sub-Basin from Broad Channel Drive to SW 186th Street. The work is generally described as follows: Provide labor and equipment required to construct roadway improvements on the SW 100 Avenue Stormwater Retrofit Project on SW 100th Avenue from Broad Channel Drive to SW 186th Street/Quail Roost Drive in the Town of Cutler Bay. Work shall include but not be limited to the installation of raised medians, curb and gutter, sidewalk, curb ramps, stabilized subgrade, limerock base, asphalt, drainage inlets and manholes, French drain installation, signing and pavement markings, utility adjustments, and sodding restoration. Utilization of these services will require close coordination with the Town and Engineer.

 

An Invitation to Bid (ITB) has been prepared to identify the best available contractor to provide construction services for the SW 100 Avenue Stormwater Retrofit Project. Chapter 24, Article II, of the Town’s Code requires the Town Manager to obtain authorization from the Town Council in order to advertise solicitations for bids and proposals, prior to advertising the public notice.

 

The Town has budgeted for the Project within the Town’s Public Works 2016-2017 Fiscal Year Operating Budget. Funding for this project will be provided by a Total Maximum Daily Load Water Quality Restoration Grant in the amount of $374,000 from the Florida Department of Environmental Protection and the remainder will be funded with Town PTP Funds.

 

RECOMMENDATION

 

We recommend that the attached Resolution be adopted, authorizing the Town Manager to issue an Invitation to Bid (ITB #17-08) for construction services of the SW 100 Avenue Stormwater Retrofit Project.
