BACKGROUND AND ANALYSIS

On December 14, 2016 I made a motion, which passed unanimously to move forward with the development of a plan and budget for a butterfly garden in memory of Louise Lockwood at Whispering Pines Park. I worked with the Town Manager, Town staff and community members on the design for the project. On Monday, April 3, 2017 I and Butterfly Gardener Adam Skowronski, presented to the Parks & Recreation Advisory Committee a proposed memorial butterfly garden in honor of Louise Lockwood. On Wednesday, April 19, 2017 I presented the butterfly garden plan to the Town Council at the monthly Town Council Meeting.

The proposed butterfly garden will be located at Whispering Pines Park (Attachment "A"). Town Staff in collaboration with Mr. Skowronski, created a design for the proposed butterfly garden, to include species of plants and butterflies (Attachment "B").

The Town's Landscaping Contractor, VisualScape, Inc. submitted a proposed budget for the butterfly garden to include installation and plants. Additionally, the Town's Public Works Department was able to rehabilitate a recently disposed portable water tank that was dumped illegally, further decreasing the water costs associated with this project. The Town Manager will be authorized to expend Town funds not to exceed $1,200.00 which includes the dedication plaque and butterfly garden materials for this project, in conjunction with a $1,000.00 personal donation and In-Kind contributions.
