REQUEST

A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, AUTHORIZING THE TOWN MANAGER TO ENTER INTO AN AGREEMENT WITH COMMUNITY CHAMPIONS CORPORATION TO PROVIDE ELECTRONIC REGISTRATION SERVICES FOR VACANT PROPERTIES; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS

In February 2010, the Town entered into an agreement with Federal Property Registration Corporation (FPRC), in order to facilitate the process of registering vacant/foreclosed properties within the Town. The registration of these vacant/foreclosed properties permits the Town to obtain contact information through the Lender/Property Preservation Department, so that it is readily available to the Code Compliance Department in order to achieve the rapid processing of property maintenance.

The Town's agreement with FPRC expired on February 19, 2012; however, the Town has continued to work with this vendor on a monthly basis under the same terms and conditions of the original agreement since that time.

When FPRC was originally founded, the banking industry coined the term "vacant property," during that time, thus, making FPRC's company name synonymous with vacant properties. Over the years, the founders of FPRC found that their company name no longer accurately described its mission relating to the needs or desires of the communities they serviced; which is to register all properties in foreclosure, regardless of their occupancy. Upon the proposal and adoption of its new company name in March of 2014, FPRC became Community Champions Corporation, in order to better reflect the mission and values of the organization and revitalize its image.
