A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, APPROVING AN AGREEMENT WITH ENVIROWASTE SERVICES GROUP, INC. FOR MISCELLANEOUS ROADWAY AND DRAINAGE IMPROVEMENTS; PROVIDING FOR AUTHORIZATION OF THE TOWN MANAGER TO EXECUTE THIS AGREEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town Council on April 16, 2014 via Resolution #14-22 authorized staff to issue an Invitation to Bid (ITB) # 14-04: Miscellaneous Roadway and Drainage Improvements. The ITB was advertised in a newspaper of general circulation (Attachment "A") which, complies with the Town's adopted Purchasing Ordinance # 06-22. A "Mandatory" pre-bid meeting was held on May 13, 2014 at 10:00 a.m., at which time nine (9) potential bidders participated. The ITB had a due date and time of June 5, 2014 at 3:00 p.m. The Town received five (5) sealed bid packages, from potential contractors which, were publicly opened at Town Hall.
A comprehensive Bid Submittal Review was completed by the Town's Public Works Department (Attachment "B") which resulted in the recommendation of Envirowaste Services Group, Inc. as the lowest and responsive bidder.
A copy of first ranked bidder: Envirowaste Services Group, Inc. bid submittal is attached as Attachment "C".
RECOMMENDATION
Based on Town staff's evaluation of the "lowest & responsive" bidder: Envirowaste Services Group, Inc. it is recommended that the Town Council approve the attached Resolution.
