A RESOLUTION OF THE TOWN OF CUTLER BAY, FLORIDA, SUPPORTING THE 2018 LEGISLATIVE POSITIONS OF THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) TO REDUCE FIREARMS VIOLENCE AND TARGET ILLEGAL GUNS; SUPPORTING LEGISLATION PROHIBITING THE POSSESSION OR TRANSFER OF CERTAIN FIREARM ACCESSORIES; SUPPORTING LEGISLATION OPPOSING CONCEAL CARRY RECIPROCITY LEGISLATION; OPPOSING THE SALE OF ARMOR-PIERCING AND TRACER AMMUNITION; SUPPORTING LEGISLATION OPPOSING THE REMOVALS OF SILENCERS (SUPPRESSORS) FROM THE NATIONAL FIREARMS ACT OF 1934; SUPPORTING THE NATIONAL VIOLENT DEATH REPORTING SYSTEM; PROVIDING FOR TRANSMITTAL; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
An increase in the amount of hate groups, international and lone wolf domestic terrorism, underfunded community mental health programs, and easy access to military grade, high capacity magazine assault weapons have created circumstances which have led to an unprecedented number of mass shootings in American communities in recent years.
In an effort to safeguard our citizens from increased gun violence and support our retailers who wish to reduce gun violence and illegal trafficking of fire arms, I am bringing forward this resolution. Similar resolutions have been supported by surrounding Miami-Dade County communities. There are steps that can be taken to hopefully help combat the continued shootings and loss of life and we must be a strong advocate for common-sense policies that keep guns out of dangerous hands while respecting the rights of law-abiding gun owners.
RECOMMENDATION
It is recommended that the attached resolution be adopted by the Town Council.
