A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, APPROVING AN AGREEMENT WITH ENVIROWASTE SERVICES GROUP, INC. FOR TOWNWIDE ROADWAY RESURFACING & SIDEWALK IMPROVEMENTS; PROVIDING FOR AUTHORIZATION OF THE TOWN MANAGER TO EXECUTE THIS AGREEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town Council on October 16, 2013 via Resolution #13-77 authorized staff to issue an Invitation to Bid (ITB) # 13-09: Townwide Roadway Resurfacing & Sidewalk Improvements. The ITB was advertised in a newspaper of general circulation (see Attachment “A”) which, complies with the Town’s adopted Purchasing Ordinance # 06-22. A “Mandatory” pre-bid meeting was held on December 10, 2013, at which time nine (9) potential bidders participated. The ITB had a due date and time of January 16, 2014 at 2:00 p.m. The Town received eight (8) sealed bid packages, from potential contractors which, were publicly opened at Town Hall.
A comprehensive Bid Submittal Review was completed by the Town’s Public Works Department (see Attachment “B”) which resulted in the recommendation of Envirowaste Services Group, Inc. as the lowest and responsive bidder.
A copy of first ranked bidder: Envirowaste Services Group, Inc. bid submittal is attached as Attachment “C”.
RECOMMENDATION
Based on Town staff’s evaluation of the “lowest & responsive” bidder: Envirowaste Services Group, Inc. it is recommended that the Town Council approve the attached Resolution.
