BACKGROUND AND ANALYSIS

In 2004 the Miami-Dade County Board of County Commissioners adopted several resolutions authorizing the issuance of $2.926 billion in general obligation bonds for various capital projects. One of the projects approved (Project # 223-73239, attached hereto as Attachment "A") was a 13,400 square foot vocation trade school located at 22025 SW 87 Avenue which included five (5) student labs, two (2) classrooms and a technology resource center which was specifically approved as part of the general obligation bond program. The total construction for the vocational trade school was estimated to cost $2 million of which the general obligation bond program funded $1 million.

One of the goals of the project was to improve the surrounding area and increase the ability to further serve the public. Several years have gone by, during which the vocational trade school has not been accessible to the general public who approved the 2004 general obligation bond program.

RECOMMENDATION
