BACKGROUND AND ANALYSIS

 

On August 20, 2008, the Town Council adopted Resolution No. 08-50, approving the Town of Cutler Bay’s (the “Town”) Stormwater Master Plan, identifying several neighborhoods with localized flooding and roadway resurfacing concerns. One of the identified projects is located in the Cutler Ridge Section 3 community, bounded by Montego Bay Drive to the North, Anchor Road to the West, Gulfstream Road to the East and SW 212th Street from Old Cutler Road to 4000 LF to the West (C-102 Canal Bridge).

 

On September 18, 2019, the Town Council adopted Resolution No. 19-66, authorizing the Town Manager to negotiate and execute a Service Agreement (the “Agreement”) between the Town and Envirowaste Services Group, Inc. (the “Contractor”), in response to the Contractor’s submission for Invitation to Bid (ITB) No. 19-08 “Miscellaneous Roadway and Drainage Improvements”. The Contractor was selected as the “lowest responsive and responsible bidder”, out of a total of five (5) bids received. On September 18, 2019, the Town Manager executed the Agreement between the Town and Contractor.

 

 

 

Pursuant to Town Resolution No. 19-87, a purchase order was issued to Stantec Consulting Services Inc. for the design services of the Cutler Ridge Section 3 Resurfacing and Drainage Improvements Project (the “Project”). Stantec Consulting Services, Inc. has provided the Town with submittal of design. A map of the Cutler Ridge Section 3 Sub-Basin is attached hereto for reference (Attachment “A”). The Town would like to complete roadway and drainage improvements within the Cutler Ridge Section 3 area, consisting of the installation of a continuous exfiltration trench interconnected with catch basins and manholes, density reports, and asphalt patching of trenches. The estimate of probable cost for the sidewalk repairs and drainage works portion of the Project, is $1,281,050, per unit prices provided in ITB 19-08 “Miscellaneous and Roadway Improvements” (Attachment “B”). The related milling and resurfacing quantity line items portion of the project have been extracted from the overall project quantities and will be performed under our Roadway Resurfacing Contract ITB # 18-07, providing over $280,000 in cost savings to the Town.

 

The Town has been awarded a $200,000.00 State Appropriation Grant from the Florida Department of Environmental Protection (FDEP) for construction of the Project. The remainder of the project will be funded by the Stormwater Utility Fund and the Town’s People’s Transportation Plan (PTP) municipal allocation, in addition to funds budgeted in the Public Works Department’s 2020-21 Fiscal Year adopted budget for the Project. Plans have been submitted to Miami-Dade County and approved for permitting.

 

RECOMMENDATION

 

Town Staff recommends that the attached Resolution be adopted, authorizing the Town Manager to issue a purchase order in an amount not to exceed $1,281,050.00 to Envirowaste Services Group, Inc. for the sidewalk repairs and drainage works portion of the Cutler Ridge Section 3 Resurfacing and Drainage Improvements Project, based on the same terms and conditions as outlined in the ITB No. 19-08.
