A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA REQUESTING THE MIAMI-DADE COUNTY DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS TO REDUCE THE SPEED LIMIT FROM 35 MPH TO 30 MPH ALONG THE S.W. 87TH AVENUE CORRIDOR BETWEEN OLD CUTLER ROAD AND S.W. 244TH STREET; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
On June 15, 2017, the Town of Cutler Bay (the “Town”) Council adopted Resolution No. 16-35, urging the Miami-Dade County Department of Transportation and Public Words (the “DTPW”) to conduct a traffic study along the S.W. 87th Avenue corridor between S.W. 184th Street and S.W. 244th Street (Attachment “A”). In response to Resolution No. 16-35, the DTPW conducted a traffic study and, on March 9, 2018, advised the Town that DTPW would reduce the speed limit on S.W. 87th Avenue between Old Cutler Road and S.W. 244th Street from 40 MPH to 35 MPH and install appropriate signs to reflect the new speed limit.
The Town continues to be concerned that the speed limit in the corridor of S.W. 87th Avenue between Old Cutler Road and S.W. 244th Street is unnecessarily high, and that the speed limit should be further lowered to 30 MPH to protect pedestrians, cyclists, and wildlife. This segment of road along SW 87th Avenue owned and maintained by Miami-Dade County. Although, SW 87th Avenue is a major roadway within the Town, it consists of single and multifamily homes, parks, mixed use non-motorized trails, share the road bike lanes, and two (2) public schools. Additionally, South of SW 224th Street along SW 87th Ave, there are several hundred acres of protected lands owned by South Florida Water Management District which are inhabited by native and migratory birds and protected wildlife.
Currently the posted speed limit along SW 87th Avenue between SW 184th Street up to the Old Cutler Road traffic circle is 35 MPH, and from the Old Cutler Road Traffic circle to SW 244th Street “Black Point Marina”, is 40 MPH. The posted speed limit to maneuver around the Old Cutler Road traffic circle is 15 MPH.
The request to reduce the corridor speed limit, is aligned with the Town’s adopted Strategic Master Plan Goal 5.3 - “Cutler Bay will have a variety of facilities/amenities that meet the social and recreational needs of residents of all ages and attract residents from surrounding communities” and Objective “enhance transportation amenities for residents”.
RECOMMENDATION
We recommend that the attached Resolution be adopted, authorizing the requesting Miami-Dade County Department of Transportation and Public Works to reduce the speed limit to 30 MPH along S.W. 87th Avenue between Old Cutler Road and S.W. 244th Street.
