Re: Town Council Workshop: Transportation Master Plan Update (2010)

BACKGROUND AND ANALYSIS
The Town was recently awarded a grant from the Metropolitan Planning Organization (MPO) in the amount of $35,000 in order to develop a “Transportation Master Plan Update” to study the existing and future conditions of the transportation system within the Town, including the roadway networks, the transit system, the pedestrian and bicycle networks and to determine how each interacts with this existing and future land uses.
The full cost of the Transportation Master Plan Update totaled $70,000. The MPO’s grant award funded $ 35,000 and the remaining funds (required grant match) of $35,000 were funded by the Town’s General Fund.
The Corradino Group, Inc. successfully completed the Town’s original 2010 Transportation Master Plan (Town Resolution 08-34) which, was also partially funded by an MPO grant. The Town retained the Corradino Group, Inc., to develop the “update” to the Transportation Master Plan which included a series of both Public Involvement and technical Steering Committee meetings. Town staff has determined that Corradino Group, Inc. would be best suited to prepare the update to the Town’s 2010 Transportation Master Plan and would provide continuity and the Town would benefit from their existing understanding and development of our existing Master Plan.

In addition to the above listed Public Involvement and Steering Committee meetings, the Corradino Group and Town Manager, met one-on-one with the Mayor and individual Council Members. The purpose of the individual Council member meetings was to gain additional comments/inputs which Council members discussed in the past with individual residents and/or business community.
The Transportation Master Plan “Update” is critical component in evaluating the Town’s existing transportation systems, projecting deficiencies and scheduling multimodal projects to make substantive infrastructure improvements coordinated with those scheduled by Miami-Dade County and the State of Florida. Attached please find a draft of the Town’s Transportation Master Plan (Attachment “A”).
The objective of the proposed Master Plan “Update” was to study the existing and future conditions of the transportation system within the Town, including the roadway network, the transit system, the pedestrian and bicycle network and to determine how each interacts with the existing and future land uses. Additionally, the Town’s consultant reviewed the 2010 Master Plan and incorporated resident’s concerns reported over the past five (5) years. In the process of reviewing existing traffic conditions were evaluated by collecting new traffic count(s) data. The “Updated” Master Plan consists of an entirely new project bank list, as a result of the Town’s Public Involvement and Steering Committee meeting(s). By prioritizing all of the new project bank projects, and removing the completed projects, will allow Town staff to properly plan for future fiscal years. This process was completed in the initial planning phase in the development of a multimodal transportation Capital Improvement Plan.
The development of the new project bank list was completed by examining the existing transportations conditions within the Town, by evaluating all roadway, transit and non-motorized levels of service today, and in two planning horizons. Additionally, the comments received during the various Public Involvement meetings, were incorporated in the generation of transportation solutions. Probable costs for the new identified projects were developed and the projects were prioritized and placed in the proposed implementation plan.
The following Tasks were completed as a result of the Master Plan Update:
Ø Task 1: Public Involvement
Ø Task 2: Data Collection and Analysis
Ø Task 3: Needs Assessment
Ø Task 4: Development of Potential Projects
Ø Task 5: Implementation Plan
Ø Task 6: “Draft” / Final Report
