TO PROVIDE ADDITIONAL DESIGN AND ENGINEERING SERVICES FOR THE CONSTRUCTION OF ROAD IMPROVEMENTS ALONG THE CARIBBEAN BOULEVARD ROADWAY; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
At the March 19, 2008 Town Council meeting, Resolution No. 08-17 was adopted approving a Joint Participation Agreement (the “JPA”) with Miami-Dade County to facilitate the construction of roadway improvements along Caribbean Boulevard (Project Limits: Coral Sea Road to SW 87 Avenue). Subsequently, on April 7, 2009 the Miami-Dade County Board of County Commissioners adopted Resolution No. R-353-09; approving the JPA for the Caribbean Boulevard Roadway Improvement(s) Project.
The Caribbean Boulevard Roadway improvements’ “original” project limits were based on the Caribbean Boulevard Bridge widening drainage improvement project limits, which were originally designed to end on Coral Sea Road. The Caribbean Boulevard bridge widening drainage improvement project was in the planning phase for several years due to various permitting and design issues. Due to budgeting concerns, the Caribbean bridge widening drainage project limits were reduced to a few 100 feet (east and west) from the C-100 canal bridge. The reduction of the bridge project, created “Gap #2” located adjacent to the Town’s improvements to the Caribbean Boulevard roadway (Gap #2: C-100 Canal to the Homestead Extension of Florida’s Turnpike) (Attachment “A”).
In order to fund the improvements for Gap #2, the Town entered into negotiations with Miami-Dade County for a possible funding source. The Old Cutler Road JPA (#20090089) was finalized with a remaining surplus of funds totaling $1,601,039.
The preliminary cost for construction including the proposed design cost for Gap #2 is forecasted at $1,065,330.20. The breakdown is as follows:

The County’s preliminary design and construction cost for Gap #2 (from Turnpike to Canal C-100) is estimated to total $987,937.30 ($945,166.20 for construction + 42,771.10 for design).
The Town Council adopted Resolution No. 15-56, approving the Second Amendment to the Town’s JPA for the Caribbean Boulevard roadway improvements, in order to seek funding ($987,937.30) for the improvements within “Gap #2” (from C-100 Canal Bridge to the Homestead Extension of Florida’s Turnpike) along Caribbean Boulevard.
Town Staff has successfully negotiated with both Miami-Dade County Public Works and Citizen’s Independent Transportation Trust (CITT) regarding the reallocation of $987,937.30 (from the Old Cutler Road JPA surplus funds) in order to complete the roadway improvements for “Gap #2”. The Preliminary Engineering Analysis Cost Estimate for “Gap #2” project totals $ 1,065,330.20 (the remaining funds $ 77,392.90 or above will be funded by the Town’s portion of the PTP for enhancements not typical of County projects).
Since the funding source for our Caribbean Boulevard roadway improvements is funded through the People’s Transportation Plan, the Citizen’s Independent Transportation Trust (CITT), must also approve any amendments to the JPA.
In summary, the Town’s second amendment to our JPA for the Caribbean Boulevard roadway improvements, has received approval from the following governing Boards:
• Dec 12, 2015: Transit and Mobility Services Committee
• Dec 16, 2015: Citizen’s Independent Transportation Trust (CITT) - Full Trust
• Jan 20, 2016: Board of County Commissioners (BCC) - Full Board
At the March 19, 2008 Town Council meeting, the Town Council adopted Resolution No. 09-17, approving a JPA with Miami-Dade County to facilitate the construction of roadway improvements along Caribbean Boulevard (between Coral Sea Road and SW 87 Avenue). As a result of the agreement the Town issued a Request for Qualification (RFQ No. 10-04) for professional design and engineering services, associated with the proposed roadway improvements.
As a result of the Town’s RFQ process and Miami-Dade County’s review process, the Town awarded the Caribbean Boulevard roadway improvements - design and engineering services contract to: Corzo, Castella, Carballo, Thompson, Salman (C3TS) P.A. via Resolution No. 11-58. Subsequently, on February 20, 2013, the Town Council adopted Resolution No. 13-13, authorizing the assignment and assumption of the Continued Professional Services Agreement between C3TS and Stantec Consulting Services Inc., assuming the same terms and conditions as the prior agreement, dated June 1, 2011.
In addition to meeting all of the requirements stated in the Town’s RFQ No. 10-04, Stantec Consulting Services, Inc. is subject to a thorough compliance review process which is conducted by the Miami-Dade County Small Business Development Department. The purpose of the compliance review is to verify that Stantec Consulting Services, Inc. meets the Miami-Dade County’s 30% sub-consultant Goal(s), established for this particular roadway improvements project and a requirement of the Town’s executed/adopted JPA with Miami-Dade County.
Funding for the additional design and engineering services agreement, to complete the Caribbean Boulevard roadway improvements - Gap #2 will be funded through the Town’s second amendment to the JPA.
RECOMMENDATION
It is recommended that the Town Council approve the attached resolution authorizing the Town Manager to execute a second amendment to the Professional Services Agreement, in an amount not to exceed $53,864.00, with Stantec Consulting Services Inc. to provide additional design and engineering services for the Caribbean Boulevard roadway improvements “Gap #2”(from C-100 Canal to the Homestead Extension of Florida’s Turnpike).
