Re: Installation of Outdoor Fitness Equipment at Various Parks

A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, SELECTING DOMINICA RECREATION PRODUCTS, INC. FOR THE INSTALLATION OF OUTDOOR FITNESS EQUIPMENT AND SHADE STRUCTURES AT VARIOUS TOWN OWNED PARKS; PROVIDING FOR WAIVER OF COMPETITIVE BIDDING; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town’s 2014-19 Strategic Master Plan, Goal # 7 states “a well-developed park and recreation system will improve the overall quality of life; create a positive sense of Town identity among our residents and increase property values.”
Outdoor fitness equipment and shade structures at various Town owned parks will be a great benefit to residents and Park patrons who are interested in advancing a healthy lifestyle while promoting fun and easily accessible recreational opportunities.
In researching playground manufacturers that specialize in the distribution and installation of outdoor fitness equipment, the Parks & Recreation Department was able to identify Dominica Recreation Products, the local authorized distributer of GameTime Playground Equipment, and negotiate an agreement at a price that fits into the current departmental budget. All of the funding for the new outdoor fitness equipment and shade structures will come from existing Park Impact Fees.
The installation of the outdoor fitness equipment and shade structures is planned for the following Town owned parks (Attachment “A”):

Ø Blue Heron Park
Ø Cutler Ridge Park
Ø Lakes by the Bay Park
Ø Saga Bay Park
Ø Saga Lake Park
Ø Town Center Plaza
Ø Whispering Pines Park
The following outdoor fitness equipment will be installed at all eight (8) park locations listed above (Attachment “B”):
Ø Assisted Step Trainer
Ø Chest Press
Ø Cardio Walker
Ø Leg Extension
Ø Recumbent Cycle
Ø Captain’s Chair
Ø Elliptical
Ø Hand Cycle
The County of Mecklenburg, North Carolina issued a Request for Proposals (RFP# 269-2010-183) in March 2010, soliciting proposals for playground equipment, surfacing, site furnishings, and related products. As a result of the County of Mecklenburg’s competitive bidding process, PlayCore Wisconsin, Inc. dba GameTime Playground Equipment was awarded Contact #110179.09, in May 2010.
In the State of Florida, Dominica Recreation Products, Inc. is the authorized distributor for GameTime Playground Equipment and who is extending the pricing for the outdoor fitness equipment via quote # 75769, 75770, 75771, 75772, 75773, 75774, 75775, 75776, (Attachment “C”).
In accordance with the Town’s Purchasing Ordinance 06-22, Town Staff is recommending a waiver of competitive bidding and the authorization to enter into an agreement with Dominica Recreation Products in order to employ the reduced pricing as provided by GameTime Playground Equipment and complete the installation of the outdoor fitness equipment and shade structures at the eight (8) Town owned parks.
RECOMMENDATION
Staff recommends that the attached resolution be adopted, authorizing the Town Manager to enter into an Agreement with Dominica Recreation Products, Inc. in an amount not to exceed $430,302.56 for the installation of outdoor fitness equipment and shade structures at various Town owned parks.
