A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, AUTHORIZING THE TOWN MANAGER TO ISSUE A PURCHASE ORDER IN THE AMOUNT NOT TO EXCEED $ 1,121,053.41 TO ENVIROWASTE SERVICES GROUP, INC. FOR PHASE IV, PART II OF THE ROADWAY RESURFACING PROJECT WITHIN THE TOWN; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
On February 20, 2008, the Town Council approved a Road Transfer Agreement with Miami-Dade County, which was adopted via Resolution 08-11. As a result of this Agreement, the County’s ownership of local roadways within the limits of the Town was transferred to the Town, respectively. Since that time, the Town’s Public Works Department has worked diligently to repair numerous potholes, reported by residents and discovered through daily route patrol by staff. Additionally, in June 2015, the Town’s consulting engineers updated the Town-Wide Sidewalk & Roadway Assessment Report originally completed in February 2009, including the major component of a rating system for the local roadways described in the following categories: “Excellent, Very Good, Good, Fair, and Poor”. Based on the Assessment Report, nineteen (19%) percent of Town owned local roads are rated as “poor” (Attachment “A”).
Based on the Assessment Report, Town staff has successfully completed Phase I, Phase II, Phase III, and Phase IV Part I of its Town-Wide Roadway Resurfacing Project, which included eight (8) residential neighborhoods that received a “poor” rating. The completed neighborhoods are highlighted in “white” in Attachment “A”. The goal for Town staff is to complete the resurfacing of all roadway sections that received a “poor” rating in the Assessment Report, prior to the completion of the resurfacing of the roadway sections which received a rating of “fair”.
To accomplish this goal, Town staff has identified one (1) neighborhood from the Assessment Report (Attachment “B”) and is being proposed for inclusion in the Town’s Phase IV Part II resurfacing project.
In the past, Town staff has only been able to perform “temporary” roadway repairs in many of the Town’s “poor” rated roadways sections. Instances where a residential roadway was completely resurfaced and/or reconstructed included those roadway sections requiring a stormwater related project. Moreover, Town staff has utilized the assistance of Federal Stimulus (AARA) funding to resurface all of the major roadway sections throughout the Town that met the Federal requirements.
On February 19, 2014, Town Council awarded the Invitation to Bid (ITB) No. 13-09: Town-Wide Roadway Resurfacing & Sidewalk Improvements contract to Envirowaste Services Group Inc. A total of six (6) bids were submitted, as a result of the Town’s solicitation process. Envirowaste Service Group, Inc. was selected as the “lowest responsive and responsible bidder”, via Town Resolution No. 14-07.
Funding for the Town-Wide Roadway Resurfacing Project is provided through the Town’s portion of People’s Transportation Plan (PTP). The Board of County Commissioners approved the Town’s Interlocal Agreement, which allows the Town to receive surtax funds on a monthly basis.
RECOMMENDATION
We recommend that the attached Resolution be adopted, authorizing the Town Manager to issue a Purchase Order in the amount not to exceed $ 1,121,053.41, based on the same terms and conditions as stated in ITB No. 13-09.
