BACKGROUND AND ANALYSIS

The Town Council on February 19, 2014 via Resolution # 14-11 authorized staff to issue an Request for Proposal (RFP) # 14-02: Financial Advisory Services. The RFQ was advertised in a newspaper of general circulation (Attachment “A”) which, complies with the Town’s adopted Purchasing Ordinance # 06-22.   The RFQ had a due date and time of April 30, 2014 at 4:00 p.m.  The Town received three (3) sealed bid packages, from potential firms which, were publicly opened at Town Hall.

An Evaluation Selection Committee was created by the Town Manager to evaluate the proposals and consisted of the following Town staff: Robert Daddario, Finance Director (Committee Chair), Alan Ricke, Parks & Recreation Director, and Sandra Cuervo, Building & Code Compliance Division Manager.

The Evaluation Selection Committee met on May 14, 2014 at 10 a.m. at Town Hall to evaluate the written proposals submitted.  All three (3) respondents were invited to make oral presentations pursuant to the RFQ and said oral presentations were made before the Evaluation Selection Committee on May 21, 2014, commencing at 10 a.m., at Town Hall.

The Selection Committee Chair tabulated the committee members’ evaluation forms for both the written RFQ response and the oral presentation, and calculated the total score for each bidder based on the weighting criteria stipulated in the RFQ.  The top ranked firm was The PFM Group and the committee recommended to the Town Manager selection of that firm pursuant to the RFQ. The Town Manager concurs with the committee’s recommendation (Attachment “B”)

A copy of the highest ranked bidder’s (The PFM Group) bid submittal is attached as (Attachment “C”).

RECOMMENDATION

Based on Town staff’s evaluation of the highest ranked bidder: The PFM Group it is recommended that the Town Council approve the attached Resolution.
