BACKGROUND AND ANALYSIS

 

At the March 19, 2008 Town Council meeting, Resolution # 08-17 was adopted approving a Joint Participation Agreement (the “JPA”) with Miami-Dade County to facilitate the construction of roadway improvements along Caribbean Boulevard (Original Project Limits:  Coral Sea Road to SW 87 Avenue).  Subsequently, the Miami-Dade Board of County Commissioners, on April 7, 2009, adopted Resolution # R-353-09, approving the Caribbean Boulevard JPA.

 

The Caribbean Boulevard Roadway Improvement “original” Project limits were decided by the fact that the Caribbean Boulevard Bridge widening Project limits were planned to end at Coral Sea Road.  The Caribbean Boulevard Bridge widening Project was in the planning phase for several years due to permitting and design issues.  Due to budgeting concerns, the Caribbean Bridge widening Project’s limits were reduced to only several 100 feet (east and west) from the C-100 canal bridge.  The reduction of the Bridge Project, created a “gap” adjacent to the Town’s JPA roadway improvement project. Town staff negotiated with Miami-Dade County Public Works Department the funding of Gap #1 (C-100 Canal Bridge to Coral Sea Road).  Subsequently, the Town Council, via Resolution No. #15-41, approved the First Amendment to the original Acosta Tractors, Inc. (“Acosta Tractors”) construction contract, utilizing the same terms and unit pricing, dated January 16, 2013.  Gap #1’s construction phase has been successfully completed on time and within budget.  

 

Town staff during the construction phase of Gap #1, engaged Miami-Dade County Public Works staff on possible funding opportunities for Gap #2, from the Homestead Extension of Florida’s Turnpike to the C-100 Canal Bridge (Attachment “A”).  As a result of our proven track record and numerous industry Project Awards, for Gap #1, Miami-Dade County staff authorized additional PTP funds, to partially fund the construction of Gap #2.

 

On August 19, 2015 the Town adopted Resolution No. 15-56 approving the Second Amendment to the JPA between Miami-Dade County and the Town relating to the Caribbean Boulevard Roadway Improvement Project (Attachment “B”). 

 

On August 19, 2016, as per Section 1.5 of the original Joint Participation Agreement (JPA), Town staff requested from the County approval for Acosta Tractors to extend the 2013 Unit Pricing awarded via Town ITB No. 13-04 (Attachment “C”) in order to expedite the construction of GAP #2 (from the Homestead Extension of Florida’s Turnpike to the C-100 Canal Bridge). On August 26, 2016, Miami-Dade County approved the extension of Acosta Tractors’ original 2013 unit bid pricing(s) for Gap # 2 (Attachment “D”).

 

Acosta Tractors has agreed to uphold the previous 2013 unit bid prices as applicable and has provided the Town with a cost breakdown bid form proposal for a total construction cost for Gap #2 of $1,102,188.39 (Attachment “E”). As per the Second Amendment to the JPA for Caribbean Boulevard from the Homestead Extension of Florida’s Turnpike to the C-100 Canal Bridge, the County agrees to fund $945,166.20 of the construction cost for Gap #2 (Attachment “F”) and the remaining $157,022.19 will be funded by the Town’s portion of the People’s Transportation Plan - municipal allocation.

 

RECOMMENDATION

 

It is recommended that the Town Council approve the attached Resolution approving the Second Amendment to the Contract (dated January 16, 2013) with Acosta Tractors, Inc. for the Caribbean Boulevard Roadway Improvement(s) Project - Gap #2 (from the Homestead Extension of Florida’s Turnpike to the C-100 Canal Bridge).
