BACKGROUND AND ANALYSIS
The Town Council on January 21, 2013 via Resolution #15-04, authorized staff to issue an Invitation to Bid (ITB) # 15-01: SW 212 Street Drainage Improvements. The ITB was advertised in a newspaper of general circulation (Attachment "A"), which complies with the Town's adopted Purchasing Ordinance # 06-22. A "Mandatory" pre-bid meeting was held on April 13, 2015, at which time twelve (12) potential bidders participated (Attachment "B"). The ITB had a due date and time of April 30, 2015 at 2:00p.m. The Town received four (4) sealed bid packages, from potential contractors which, were publicly opened at Town Hall (Attachment "C"). Bid submittals ranged from as low as $665,670.00 to as high as $ 775,050.00.
A comprehensive Bid Submittal Review was completed by the Town's Public Works Department which resulted in the disqualification of the lowest bidder: Southeastern Engineering Contractors Inc. for not being an FDOT Prequalified Contractor at the time of bid opening, and the recommendation of Acosta Tractors Inc. as the lowest and responsive bidder (Attachment "D").
A copy of first ranked bidder: Acosta Tractors Inc. bid submittal is attached (Attachment "E").
A copy of the Concurrence Letter, dated May 5, 2015, from the Florida Department of Transportation advising the Town to proceed with the award recommendation to Acosta Tractors, Inc. is attached (Attachment "F").
The proposed SW 212 Street Drainage Improvements will receive funding from the Transportation Alternatives Program through FDOT in the amount of $400,000 and the State of Florida Legislative Appropriations in the amount of $300,000. The remaining $27,590.87 of funding for the project is being provided by the Town's Stormwater Utility Fund.
RECOMMENDATION
Based on Town staff's evaluation of the "lowest & responsive" bidder: Acosta Tractors Inc. it is recommended that the Town Council approve the attached Resolution.
