AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA UPDATING THE TOWN WATER SUPPLY PLAN AND ADOPTING WATER SUPPLY PLAN RELATED AMENDMENTS TO THE TOWN GROWTH MANAGEMENT PLAN; PROVIDING FOR TRANSMITTAL; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
 
Pursuant to State Statute each municipality must update its water supply plan every five years and within 18 months of the adopted update to the water supply plan of its respective Water Management District. In the Town's case the applicable District is the South Florida Water Management District which adopted the Lower East Coast Water Supply Plan Update (LEC) on October 10, 2013.
 
The Miami-Dade County Comprehensive Development Master Plan Water Supply Plan Update related Amendments were adopted February 4, 2015 along with the Miami-Dade WASD 20-year Water Supply Facilities Work Plan (2014-2033) Support Data (November 2014).
 
With the adoption of the Water Supply Plan Update and the water supply related amendments to the Growth Management Plan the Town will be in compliance with state requirements and will be consistent with the above referenced plans.
 
 
 
 
 
RECOMMENDED CHANGES
 
The proposed major changes/amendments to the existing Water Supply Facilities Work Plan and Growth Management Plan consist of the following:
 
1.      Revising the planning horizon of the Plan from 10 to 20 years to provide for consistency.
2.      Amending references to agency names and adoption dates of the LEC Water Supply Plan and Miami-Dade County Water Supply Plan and amendments.
3.      Referencing other agency capital improvement projects and funding by reference.
4.      Adding an Objective and Policy series supporting Miami-Dade County and South Florida Water Management District efforts relating to climate change and sea level initiatives.
