BACKGROUND AND ANALYSIS

 

The Town is composing a Traffic Calming Master Plan for the purpose of identifying opportunities to improve and reduce traffic within the Town. Four (4) Traffic Calming Public Involvement Meetings were held on the following dates:

The Traffic Calming Master Plan is studying traffic conditions of the Town and is comprised of the following components:

 

                     A review of existing traffic flow data, reports, and plans available through Miami-Dade County and Town sources;

                     A field inventory of existing traffic;

                     Traffic concerns based on available survey data and other sources;

                     Analysis of the existing traffic; and

                     Identification and analysis of alternatives for improvements needed to alleviate traffic.

At the Traffic Calming Public Involvement Meetings, the Town residents expressed their desire for the Town to install and maintain certain traffic control devices within the Town’s boundaries along local municipal streets. The Public Works Department has had a series of meetings with Town residents to reach a consensus to utilize traffic control devices as a part of enhancing and calming local traffic.

 

The County Code allows Miami-Dade County to enter into individual Intergovernmental Agency Agreements, on a case-by-case basis, to authorize municipalities that have the capacity to perform such functions. Such agreements may allow the design, installation and maintenance of traffic control and calming devices on municipal streets.

 

The Intergovernmental Agency Agreement allows the Town to perform certain traffic engineering functions on municipal streets through an agreement between the County and the Town. The Town’s Public Works Staff is equipped and able to perform the installation and maintenance of regulatory signs, warning signs, markings and barricades, pavement markings, traffic maintenance and calming devices, as specified in the agreement. The Town will also assume liability. Upon adoption of the Agreement, the Town will be able to install and maintain the following designated types of traffic control devices and/or signs and only on those municipal streets operated and maintained by the Town within its boundaries:

 

                     Traffic Circles;

                     Speed Humps/Tables;

                     Historic Street Name Signs;

                     Speed Limit Signs; and

                     In-Street Pedestrian Crosswalks, Raised Intersections and Crossing Sign.

 

RECOMMENDATION

 

We recommend that the attached Resolution, authorizing the Town Manager to execute an   Intergovernmental Agency Agreement with Miami-Dade County to perform certain traffic engineering functions and to allow the Town to install and maintain certain traffic control devices and signs within local municipal streets operated and maintained by the Town.
