BACKGROUND AND ANALYSIS

 

The Metropolitan Planning Organization (MPO) annually awards grants to encourage Miami-Dade County municipalities to perform relevant transportation planning studies for community-based and cost-effective improvements.  During the 2016 Municipal Grant Program, the Town staff submitted a grant proposal for the development of the “Cutler Bay Complete Streets Corridor Analysis”. On June 9, 2016, the Town received notification that the Corridor Analysis project was selected for a grant in the amount of $50,000 with a $20,000 local match from the Town (Attachment “A”- Grant Submittal Package).

 

The Town proposes to develop the “Cutler Bay Complete Streets Corridor Analysis” that will include conceptual plans for each of the main roadway corridors that connect critical origins and destinations; providing improved mobility through the community and the South Dade region.  The ultimate goal of the Corridor Analysis is to develop a plan of action to incorporate Complete Streets best practices on SW 97 Avenue, Franjo Road, Gulfstream Road, Marlin Road and SW 87 Avenue; similar to the improvements made to both Old Cutler Road and Caribbean Blvd. 

 

 

 

 

Adoption of the Complete Streets Corridor Analysis is aligned with the Town’s adopted 2014-19 Strategic Master Plan Goal 9.1: Objective 1 “The Town will continue to enhance roadways and pedestrian facilities”.  One of the identified milestones for this objective calls for the “Town’s Public Works Department to continue coordinating this activity [corridor improvements] with Miami-Dade County Public Works Department and Metropolitan Planning Organization through the use of grants”. 

 

The Corradino Group, Inc. successfully completed the Town’s 2010 and 2014 Transportation Master Plan, as authorized via Town Resolution No. 08-34 and No.13-46 respectively.

 

Town staff has determined that The Corradino Group, Inc. would be best suited to prepare the “Cutler Bay Complete Streets Corridor Analysis”, and their selection would provide continuity, and the Town would benefit from their existing understanding and development of the Transportation Master Plans.

 

In accordance with the terms of the existing Professional Services Agreement and the provisions set forth in Resolution No. 13-92, the Public Works Department solicited a proposal from The Corradino Group, Inc. in the amount of $70,000 to complete the “Cutler Bay Complete Streets Corridor Analysis” (Attachment “B”).

 

The following tasks will be completed as a result of the “Cutler Bay Complete Streets Corridor Analysis”:

 

Ø                     Task 1:                       Background Information/Existing Conditions

Ø                     Task 2:  Public Involvement Meetings

Ø                     Task 3:  Conceptual Design

Ø                     Task 4:  Recommendations

 

The study will be a critical component in evaluating the Town’s Main roadway corridors, projecting deficiencies and scheduling multimodal projects to make substantive infrastructure improvements coordinated with those scheduled by the Miami-Dade County and the State of Florida.

 

Detailed activities for each of the above mentioned tasks are outlined in The Corradino Group’s Proposal (Attachment “B”).

 

 

RECOMMENDATION

 

It is recommended that the Town Council approve the attached Resolution Authorizing the Town Manager to issue a Purchase Order in the amount of $70,000 to the Corradino Group, Inc., pursuant to the same terms and conditions set forth in the existing non-exclusive Professional Services Agreement.
