BACKGROUND AND ANALYSIS

 

At the March 19, 2008 Town Council meeting, Resolution # 09-17 was adopted approving a Joint Participation Agreement (the “JPA”)with Miami-Dade County to facilitate the construction of roadway improvements along Caribbean Boulevard (Project Limits:  Coral Sea Road to SW 87 Avenue).  Subsequently, the Miami-Dade Board of County Commissioners, on April 7, 2009 adopted Resolution # R-353-09, approving the Caribbean Boulevard JPA.

 

The Caribbean Boulevard Roadway Improvement “original” Project limits were decided by the fact that, the Caribbean Boulevard Bridge widening Project limits were planned to end on Coral Sea Road.  The Caribbean Boulevard Bridge widening Project was in the planning phase, for several years due to permitting and design issues.  Due to budgeting concerns, the Caribbean Bridge widening Project’s limits were reduced, to only several 100 feet (east and west) from the C-100 canal.  The reduction of the Bridge Project, created a “gap” adjacent to the Town’s JPA roadway improvement project (Gap:  C-100 Canal to Coral Sea Road) Attachment “A”.

 

Town staff has been negotiating for several months with Miami-Dade County Public Works staff, to consider funding the “gap”, in order to complete the Caribbean Boulevard roadway improvement project. 

 

 

The original JPA’s total construction, Design, surveying costs, including contingencies, totaled $10,231,940. The Town has encumbered the following costs:  Design / Surveying fees:  $508,000 AND roadway construction costs: $7,786,413.  The remaining unspent (surplus) funds of $ 1,937,527 will be used to fund the majority of the proposed “gap” costs (Design/Survey/Construction).

 

Both Town staff and consulting engineers, estimate the “gap” design and construction costs to total approximately: $2,663,805 which, include enhancements to the standard roadway project.  The enhancement costs total approximately: $ 149,500 which, will be funded through the Town’s People’s Transportation Plan municipal allocation Attachment “B”.

 

The Town agrees to fund any remaining deficit within the First Amendment’s Project Limits, previously referred to as the “gap”, in order to expedite the construction of a road improvement(s) and enhancement(s) project (C-100 Canal to Coral Sea Road) along Caribbean Boulevard. 

 

Funding for the proposed First Amendment to the Joint Participation Agreement: Caribbean Boulevard Project, is being provided by the Town’s portion of People’s Transportation Plan municipal allocation.

 

RECOMMENDATION

 

It is recommended that the Town Council approve the attached resolution approving the First Amendment to the Joint Participation Agreement - Caribbean Boulevard Roadway Improvement(s).
