A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, AUTHORIZING THE ISSUANCE OF AN INVITATION TO BID (ITB) FOR CONSTRUCTION SERVICES FOR THE CANOE/KAYAK LAUNCH AT LAKES BY THE BAY PARK PROJECT; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town adopted the Canoe/Kayak Launch Plan for the purpose of increasing availability of public recreation activities and possibly creating a learning lab for nearby schools. The Canoe/Kayak Launch Plan is comprised of the following components:
• An ADA accessible Canoe/Kayak Launch that will allow visitors to access an approximately 21.5-acre natural lake lined by mangroves that attract an array of birds and endangered species
• A floating dock and fishing pier
• A pavilion with picnic table
• Adding a new parking area that provides more convenient access to the launch through additional roadways and sidewalks
• Signage to educate visitors about the lake and wetland habitats
Marlin Engineering Inc. has provided a project design for the Canoe/Kayak Launch at Lakes by the Bay Park. Included in the design is the existing condition of the location for the launch, a baseline layout plan, picnic shelter area, plans and details for the launch, and erosion control details.
The Canoe/Kayak Launch will be located at the Northeastern region of Lakes by the Bay Park. It consists of a natural lake that attracts dozens of species of animals and birds, a floating dock/fishing pier, a pavilion with a picnic table for park patrons to enjoy and of course a canoe/kayak launch. Additionally, there will be roadways and sidewalks for access to the launch.
RECOMMENDATION
We recommend that the Resolution authorizing the Town Manager to issue an Invitation to Bid (ITB No. 18-02) for construction services of the Lakes by the Bay Canoe/Kayak Launch Project, be approved.
