Body
BACKGROUND AND ANALYSIS
The Town Council adopted Resolution No. 14-71, approving the 2014-19 Strategic Master Plan which was developed using the input and feedback provided by town residents. The Town held a series of eight (8) Public Involvement meetings, which were publically advertised in local newspapers, Town’s website, distributed via blast emails, and displayed on the electronic message boards placed throughout the Town.
In addition to the public involvement meetings, both Mr. Merrett Stierheim and I met individually with the Mayor and Council Members on a one-on-one basis in order to receive direct feedback and comments regarding the Town’s vision and goals.
In order to realize the Town’s vision and achieve its mission, the Strategic Master Plan identified nine (9) different Strategic Achievement Categories:
#1 Resident Friendly and Responsive Town Government
#2 Financial Stability and Sustainability
#3 Growth Management and Infrastructure Needs
#4 Economic and Business Development
#5 Community Identity, Unity and Pride
#6 Public Safety
#7 Parks and Recreation
#8 Codes and Code Enforcement
#9 Public Works
Strategic Achievement Category # 7 - Parks and Recreation identified Goal 7.1 which states “The Town will develop parks, recreational facilities and recreation programs to meet the current and emerging needs of residents of all ages” One of the specific activities listed under Goal 7.1 is to establish a Town multi-purpose Community Center.
Town staff has identified vacant office space located in our Town Center Building (Suite# 510), which consists of approximately 4,212 square feet. This available office space will allow the Town to create a multi-purpose Community Center, consisting of open exercise space, community training room(s), a group fitness room, and arts & crafts room and some office space. Additionally, both the Parks & Recreation and Communities for a Lifetime Advisory Committees were provided with a tour of the proposed multi-purpose community center.
On July 17, 2013, the Town Council adopted Resolution No. 13-52 approving the execution of a Non-Exclusive Professional Services Agreement for Professional Services - Architectural, for the Town Center Building
In order to renovate the current space on the fifth floor to accommodate a Community Center, Town staff recommends that the Town Council authorize the Town Manager to utilize funds for professional services, from the Building’s Impact Fees, adopted via Town Ordinance No. 09-15.
RECOMMENDATION
We recommend that the attached resolution, authorizing the Town Manager to issue a Purchase Order to Ferguson, Glasgow, Schuster, Soto, Inc. to provide design services for the Town Center Building planned Community Center project, in the amount not to exceed $41,004.00
