BACKGROUND AND ANALYSIS

At the March 19, 2008 Town Council meeting, Resolution # 09-17 was adopted approving a Joint Participation Agreement (the “JPA”) with Miami-Dade County to facilitate the construction of roadway improvements along Caribbean Boulevard (Project Limits:  Coral Sea Road to SW 87 Avenue).  Subsequently, the Miami-Dade Board of County Commissioners, on April 7, 2009 adopted Resolution # R-353-09, approving the Caribbean Boulevard JPA.

The Caribbean Boulevard Roadway Improvements “original” Project limits were decided by the fact that, the Caribbean Boulevard Bridge widening drainage improvement project limits were originally designed to end on Coral Sea Road.  The Caribbean Boulevard Bridge widening drainage improvement project was in the planning phase, for several years due to various permitting and design issues.  Due to budgeting concerns, the Caribbean Bridge widening project limits were subsequently reduced, to only several 100 feet (east and west) from the C-100 canal bridge.  The reduction of the bridge project, created a “Gap #1” adjacent to the Town’s Caribbean Boulevard roadway improvements project (Gap#1:  C-100 Canal to Coral Sea Road) Attachment “A”.

The original Caribbean Boulevard roadway improvement project’s total construction, design, surveying costs, including contingencies, totaled $10,231,940. The Town has encumbered the following costs:  Design / Surveying fees:  $508,000 AND roadway construction costs: $7,786,413.  The remaining unspent (surplus) funding of $ 1,937,527 was identified by Town staff as a possibility to fund the majority of the proposed “Gap #1” costs (Design/Survey/Construction).

The Town Council adopted Resolution # 13-93, approving the First Amendment to the Town’s Joint Participation Agreement (JPA) - Caribbean Blvd Roadway Improvements Project. In order to seek funding ($ 1,937,527) for the roadway improvements within the “Gap #1” (from C-100 Canal Bridge to Coral Sea Road) along Caribbean Boulevard.

Town staff  has successfully negotiated with both Miami-Dade County Public Works and Citizen’s Independent Transportation Trust (CITT) staff regarding, the “re-allocation” of $1,937,354 (Caribbean Boulevard - JPA funds) in order to complete the roadway improvements for “Gap #1”. The engineering cost estimate for “Gap #1” project totals: $ 2,663,805 (the remaining funds $ 726,451 will be funded by the Town’s portion of the PTP).

Since the funding source for our Caribbean Blvd Roadway Improvement Project is funded through the People’s Transportation Plan, the Citizen’s Independent Transportation Trust (CITT), must also approve the any amendments to the Joint Participation Agreement.

In summary, the Town’s first amendment to our JPA Caribbean Blvd Agreement, has received approval from the following governing Boards:

•                     May 13, 2014:  Infrastructure & Capital Improvements Committee (subcommittee of the BCC)

•                     May 22, 2014: Citizen’s Independent Transportation Trust (CITT) - Project & Financial Review (subcommittee of the CITT)

•                     May 22, 2014:  Citizen’s Independent Transportation Trust (CITT) - Full Trust

•                     June 3, 2014:  Board of County Commissioners (BCC) - Full Board

At the March 19, 2008 Town Council meeting, Resolution # 09-17 was adopted approving a Joint Participation Agreement with Miami-Dade County to facilitate the construction of roadway improvements along Caribbean Boulevard (between Coral Sea Road and SW 87 Avenue).  As a result of the agreement the Town issued a Request for Qualification (RFQ # 10-04) for Professional Design and Engineering Services, associated with the proposed roadway improvement project.

As a result of the Town’s RFQ process and Miami-Dade County’s review process, the Town awarded the Caribbean Boulevard Roadway Improvements Project - Design and Engineering Services contract to: Corzo, Castella, Carballo, Thompson, Salman (C3TS) P.A. via Resolution # 11-58.  Subsequently, on February 20, 2013, the Town Council adopted Resolution # 13-13, authorizing the assignment and assumption of the Continued Professional Services Agreement between C3TS and Stantec Consulting Services, assuming the same terms and conditions as the prior agreement, dated June 1, 2011.

In addition to meeting all of the requirements stated in the Town’s RFQ # 10-04, Stantec Consulting Services, Inc. is subject to a thorough compliance review process which is conducted by the Miami-Dade County Small Business Development Department.  The purpose of the compliance review is to verify that Stantec Consulting Services, Inc. meets the Miami-Dade County’s 30% sub-consultant Goal(s), established for this particular roadway improvement project and a requirement of the Town’s executed/adopted JPA with Miami-Dade County.

Funding for the additional Design and Engineering Services Agreement, to complete the Caribbean Boulevard Roadway Improvements Project (“Gap #1”) will be funded through the Town’s Joint Participation Agreement - First Amendment.

RECOMMENDATION

It is recommended that the Town Council approve the attached resolution authorizing the Town Manager to enter into a Professional Services Agreement, not to exceed $ 128,707 with Stantec Consulting Services, Inc., to provide Design and Engineering Services for the Caribbean Boulevard Roadway Improvements “Gap #1”(from: C-100 Canal to: Coral Sea Road).
