FOR THE INSTALLATION OF PLAYGROUND EQUIPMENT AND SHADE STRUCTURES AT VARIOUS TOWN OWNED PARKS; PROVIDING FOR WAIVER OF COMPETITIVE BIDDING; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town of Cutler Bay (the “Town”) Strategic Master Plan 2014-2019, Goal # 7 states “a well-developed park and recreation system will improve the overall quality of life; create a positive sense of Town identity among our residents and increase property values.” The installation of the new playground equipment and shade structures will be a great addition to Saga Lake Park and renovations to Cutler Ridge Park and Whispering Pines Park to replace existing equipment with newer ones, and in addition the installation of ADA compliant anti-microbial ultra-playground turf. This project will be accomplished in conformance with the Strategic Master Plan Goal # 7.
The playground equipment and shade structures will be installed at the following locations (Attachment “A”).

The recommended playground equipment and shade structure vendor (Superior Park Systems, Inc.) was awarded a contract, as a result of a formal bidding process, performed by The School District of Palm Beach County, FL. The School District of Palm Beach County issued an Invitation to Bid (# 15C-32B) soliciting sealed bids for playground equipment, surfacing, site furnishings, and related products. As a result of the School District of Palm Beach County’s competitive bidding process, Superior Park Systems, Inc., was awarded with the Letter of Agreement, on August 25, 2015.
Funding for the proposed new playground equipment will be funded by the Town’s Park Impact Fees.
In accordance with the Town’s purchasing ordinance (#06-22), the Parks and Recreation Department will be accessing Superior Park Systems, Inc., pricing as result of The School District of Palm Beach County’s formal bidding process, in order to complete the installation of the proposed new playground equipment and shade structures.
RECOMMENDATION
Staff recommends that the attached resolution be adopted, authorizing the Town Manager to negotiate and enter into an agreement with Superior Park Systems, Inc. in an amount not to exceed $521,701.49 for the installation of playground equipment and shade structures.
