FOR THE INSTALLATION OF PLAYGROUND EQUIPMENT AND SAFETY SURFACING AT CUTLER RIDGE PARK; PROVIDING FOR WAIVER OF COMPETITIVE BIDDING; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The adopted 2013-2014 budget includes funding in the amount of $100,000 in Capital Improvements for the installation of new playground equipment at our Cutler Ridge Park. The existing playground equipment has outlived its useful life and is due for replacement. The new equipment and safety surfacing will total $103,500, and will require a budget amendment at the end of the fiscal year to allow for the difference of $3,500. All of the funding for the new equipment and safety surfacing will come from existing Park Impact Fees collected, as a result of new residential developments within the Town.
The Parks and Recreation Department has solicited input from the Town’s Youth Council concerning the design of the new playground equipment. The Youth Council has requested a “nautical” themed playground in keeping with the bay and nautical streets theme within our Town (Attachment “A”). In researching playground manufacturers that would be able to provide that kind of equipment at a price that fits into the current budget, the Parks and Recreation Department contacted Dominica Recreation Products, the local authorized distributer of Game Time playground equipment.
The recommended playground equipment manufacturer (Game Time) was awarded a contract, as a result of the bidding process, performed by the County of Mecklenburg, NC. The County of Mecklenburg issued a Request for Proposals (# 269-2010-183) in March 2010 soliciting sealed bids for playground equipment, surfacing, site furnishings,
and related products. As a result of the County of Mecklenburg’s competitive bidding process, PlayCore Wisconsin, Inc. dba Game Time, was awarded contact #110179, on May 2010.
In accordance with the Town’s purchasing ordinance (#06-22), the Parks and Recreation Department will be accessing Game Time’s reduced pricing, as result of the County of Mecklenburg’s procurement process, in order to complete the installation of the new playground equipment and safety surfacing. The existing playground shade structure will remain in place.
RECOMMENDATION
We recommend that the attached resolution be adopted, authorizing the Town Manager to negotiate and enter into an agreement with Dominica Recreation Products in an amount not to exceed $103,500 for the installation of playground equipment and safety surfacing at Cutler Ridge Park.
