BACKGROUND AND ANALYSIS
The Town of Cutler Bay (the “Town”) is actively engaged in stormwater management, stormwater master planning, compliance with State and Federal requirements, and protection of its natural areas and receiving waters. On August 20, 2008, the Town adopted the Stormwater Utility Master Plan (via Resolution No. 08-50) and identified “Street Sweeping Services” (the “Services”) as a key component of the Plan. This Service provides two (2) primary benefits: 1) the collection and removal of paper, leaves, and other visible debris that collect in the gutters (which can block storm water facilities, causing localized flooding during heavy rains), and 2) the removal of metal particles and other hazardous waste products left by passing vehicles (although virtually invisible, these particles can be extremely harmful to fish and other wildlife if they reach our various waterways and eventually, Biscayne Bay). The Services also serves as one of our Best Management Practices (BMP) to control and improve our water quality. Motorized sweeping removes debris from the street before it goes into the storm drain system.
Town staff has developed a comprehensive Request for Proposals (RFP) No. 19-11: “Street Sweeper Services,” which will allow the Town to solicit sealed proposals to perform services requested. Section 24-45 of the Town Code requires the Town Manager to obtain authorization from the Town Council in order to advertise solicitations for bids and proposals, prior to advertising the public notice.
The Town’s Public Works Department is responsible for overseeing the Stormwater Utility Funds. The Department desires and it is in the best interest of the Town to contract with the most qualified and experienced contractor to provide the Services on all Town owned and maintained roadways. Funding for the Services are included within the Stormwater Utility Funds in the Town’s 2019-2020 Fiscal Year Budget.
RECOMMENDATION
We recommend that the attached Resolution authorizing the Town Manager to issue a Request for Proposals (RFP) No. 19-11 for Street Sweeping Services be adopted.
