BACKGROUND AND ANALYSIS
The Town of Cutler Bay’s Strategic Master Plan 2014-2019, Goal # 7 states “a well-developed park and recreation system will improve the overall quality of life; create a positive sense of Town identity among our residents and increase property values.” In order to continue providing Town residents with functional facilities and amenities, the Town will offer a wide range of recreational opportunities that can be used by all to include two (2) regulation size sand volleyball courts. The sand volleyball courts will be installed side by side at the northwest undeveloped portion of Lakes by the Bay Park (Attachment “A”: Project Location) which will make good use of open space by creating more activities for fitness.
Town purchasing Ordinance No. 06-22 Article II - Purchasing Guidelines allows for Town staff to obtain bids from qualified vendors for purchases of $25,000 or more. At the Town Manager’s request, the Parks and Recreation Department solicited installation information from qualified vendors, and four (4) written quotes were obtained (Attachment “B”: Volleyball Court Quotes). Ballpark Maintenance, Inc. provided the lowest cost estimate of $39,462.03, and therefore is being recommended by staff.
Funding for the proposed new playground equipment will be funded by the Town’s Park Impact Fees.
RECOMMENDATION
Staff recommends that the attached Resolution be adopted, authorizing the Town Manager to enter into an Agreement with Ballpark Maintenance, Inc. in an amount not to exceed $39,462.03 for the installation of two (2) sand volleyball courts at our Lakes by the Bay Park.
