BACKGROUND AND ANALYSIS
The Town of Cutler Bay (the “Town”) has had great success in designing and implementing Complete Street Projects such as the Old Cutler Road Roadway Improvement Project and the Caribbean Boulevard Roadway Improvement Project on time and under budget. A complete street, as defined by the National Complete Streets Coalition (NCSC) is a street where the entire right-of-way is planned, designed, and operated for all modes of transportation, including pedestrian, bicyclists, transit riders and motorists which improve safety and capacity for all users regardless of age or ability. As a result, the Town adopted the Town of Cutler Bay Complete Streets Corridor Analysis Master Plan via Resolution No. 17-66 on September 27, 2017 partially funded by a TPO Grant, to further continue its tradition of implementing complete street projects within the Town of Cutler Bay collector and arterial roadways.
Miami-Dade County (the “County”) and the Town both desire to facilitate the construction of roadway improvements for Franjo Road [Project Limits: Old Cutler Road to S.W. 184 Street (Attachment “A”)]. In order to further facilitate the construction of the roadway improvements, the County desires to utilize the resources of the Town to design, contract, construct, and administer the Franjo Road Roadway Improvement(s) (the “Project:”).
The project will include the widening of Franjo Road from Old Cutler Road to S.W. 184 Street from two (2) to three (3) lanes, with center turn lane, center medians, curb and gutters, shared use bike path, complete storm drainage system, pavement markings and signage, signalization, traffic circles, decorative bus shelters, decorative roadway lighting, and enhanced landscaping. The County agrees to provide funds up to $8,889,159.00 (this amount includes ten percent (10%) contingency) for eligible costs, as defined herein, incurred by the Town for the design and construction of the Project.
The Town agrees to fund the enhancement costs as well as the Construction, Engineering and Inspection (“CEI”) Services through the Town’s People’s Transportation Plan (“PTP”) municipal allocation.
The Town will secure engineering design and consulting services from qualified firms to develop the construction plans, technical specifications, special provisions, pay items and cost estimates for the Project in accordance with standard Florida Department of Transportation, County and/or Town, as applicable, design criteria, to the satisfaction of the County Department of Transportation and Public Works (DTPW) Director.
The Town will implement a Public Involvement Plan (PIP) during the design and construction of the Project to provide information to property owners, tenants, and area residents, including but not limited to: public meetings, project documentation and flyers, business signs, directional parking signs, and schedules for major work to be performed in the area. Appropriate investigation of the project stakeholders will be used to develop the goals and objectives to implement this plan.
The Town agrees to enter into the Franjo Road Roadway Improvement(s) Joint Participation Agreement, in substantially the form attached hereto as Attachment “B”.
RECOMMENDATION
It is recommended that the Town Council adopt the attached Resolution approving the Joint Participation Agreement between Miami-Dade County and the Town of Cutler Bay for Franjo Road Roadway Improvement(s) from Old Cutler Road to S.W. 184 Street.
