Re: Authorization to Enter Into a Local Agency Program (LAP) Agreement for the Gulfstream Elementary Complete Streets Project.

REQUEST
A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, ACCEPTING A GRANT FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT); APPROVING A LOCAL AGENCY PROGRAM (LAP) AGREEMENT WITH FDOT FOR THE GULFSTREAM ELEMENTARY COMPLETE STREETS PROJECT; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.
BACKGROUND AND ANALYSIS
The Florida Department of Transportation (“FDOT”) is empowered by legislative authority to contract with other local agencies to plan, develop, design, acquire right-of-way, and construct transportation facilities. FDOT reimburses these local agencies for transportation improvement services by entering into a Local Agency Program (“LAP”) Agreement. Authority for LAP is provided in Sections 20.23(3) (a), 334.044(7), 339.05, and 339.12 of the Florida Statutes.
In Miami-Dade County, FDOT in collaboration with the Miami-Dade Transportation Planning Organization (“TPO”) (formerly Metropolitan Planning Organization) releases a request for proposals for funding through the Transportation Alternatives Program (“TAP”). Transportation alternative projects are federally funded, community-based projects that expand travel choices and improve the transportation experience by improving the cultural, historic, and environmental aspects of Florida’s transportation infrastructure. Local governments are able to apply for funding to support projects that include, but are not limited to, construction of bicycle and pedestrian facilities, conversion of abandoned railroad corridors, inventory control/removal of outdoor advertising, vegetation management, historic preservation, and environmental mitigation activities.
In March 2017, the Town of Cutler Bay (“Town”) submitted a funding application (Attachment “A”) to FDOT to support for the Gulfstream Elementary Complete Streets Project (“Project”). On July 17, 2017, the Town received notice that the TPO approved the funding application in the amount of $476,141.00 (Attachment “B”). In order to receive funding for the Project, the Town is required to enter into a LAP Agreement with FDOT.
PROJECT OVERVIEW
Gulfstream Road is a Miami-Dade County owned and maintained roadway. Currently, Gulfstream Road from Caribbean Boulevard to SW 211 Street is lacking suitable ADA facilities, high visibility pavement marker crosswalks, has poor roadway conditions with damaged sidewalks, and has several missing ADA ramps.
Planned improvements consist of: milling and resurfacing existing asphalt, sidewalk repairs, ADA ramp repairs or replacement with detectable warnings surfaces, installation of curb and gutters at select intersections to control rutting, pavement marking and signage with high emphasis crosswalks at all intersection, bicycle sharrows (shared-lane marking), installation of two solar speed check signs, and installation of two speed humps/tables. This Project will also be funding some recommended improvements identified in the following Town Master Plans/Studies:
• Complete Streets Corridor Analysis
• Transportation Master Plan
• Bicycle and Pedestrian Master Plan
• Traffic Calming Master Plan
RECOMMENDATION
It is recommended that the Town Council adopts the attached Resolution accepting the TAP Grant and authorizing the Town Manager to execute the LAP Agreement with FDOT (Exhibit “A”).
