BACKGROUND

During the 2019-20 State of Florida Legislative Session, Town staff and our Lobbyist worked closely to prepare a State Legislative Funding Request (Attachment “A”) for $300,000.00 to support the Cutler Ridge Section 3 Resurfacing and Drainage Improvements (the “Project”).  The Town Council’s full support of this project included, but was not limited to, traveling to Tallahassee to advocate on the Town’s behalf to secure the funding. The Town successfully secured $200,000.00 for the Project.

The Project is included in the Town’s adopted Flood Plain Mitigation Plan; which was approved by the Florida Department of Environmental Protection (FDEP) and the Federal Emergency Management Agency (FEMA).  This Project is also included in the Miami-Dade County Local Mitigation Strategy Plan and the Town’s adopted Stormwater Master Plan. The Town will implement Best Management Practices during the project to include installation of a 2,400 linear foot exfiltration trench (36" Diameter), and new catch basins. Following drainage installation, the identified streets will be paved, including pavement markings and signage. No residents will be displaced as a result these activities.

The Town will fund Project costs above the $200,000.00 from a combination of Stormwater Utility Fees and Miami-Dade People’s Transportation Plan (PTP) Dollars.

RECOMMENDATION

It is recommended that the Town Council approve the attached Resolution, accepting the grant from the Florida Department of Environmental Protection, approving the subsequent Agreement, and authorizing the Town Manager to execute the Agreement.
