REQUEST title
A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, AUTHORIZING THE TOWN MANAGER TO ISSUE A PURCHASE ORDER TO THE CORRADINO GROUP, INC. FOR THE PREPARATION OF THE TRANSPORTATION MASTER PLAN UPDATE; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
The Town was recently awarded a grant from the Metropolitan Planning Organization (MPO) in the amount of $100,000 (Attachment “A”) to prepare a “Transportation Master Plan Update” to study the existing and future conditions of the transportation system within the Town, including the roadway networks, the transit system, the pedestrian and bicycle networks and to determine how each interacts with the existing and future land uses.
The full cost of this study will total $125,000. The MPO’s grant award will fund $100,000 and the remaining funds (required grant match) of $25,000 will be funded from the Town’s General Fund.
The Corradino Group, Inc. successfully completed the Town’s original 2010 Transportation Master Plan, as authorized via Town Resolution 08-34 and the 2014 Transportation Master Plan Update, as authorized via Town Resolution 14-72.
Town staff has determined that The Corradino Group, Inc. would be best suited to prepare the update to the Town’s existing Transportation Master Plan and would provide continuity and the Town would benefit from their existing understanding and development of our current Master Plan.
In accordance with the terms of the existing Professional Services Agreement and the provisions set forth in Resolution 17-101, the Public Works Department solicited a proposal from The Corradino Group, Inc. in the amount of $125,000 to complete the Transportation Master Plan Update. (Attachment “B”).
The proposed Transportation Master Plan update will be a critical component in evaluating the entire transportation system, projecting deficiencies and scheduling multimodal projects to make substantive infrastructure improvements coordinated with those scheduled by the Miami-Dade County and the State of Florida.
The objective of the proposed Master Plan “update” is to study the existing and future conditions of the transportation system within the Town, including the roadway network, the transit system, the pedestrian and bicycle network and to determine how each interacts with the existing and future land uses.
This will be done by examining the existing transportations conditions in the town, by looking at roadway, transit and non-motorized levels of service today, and in two planning horizons. It would engage the public in the generation of transportation solutions. As a result, a project bank of multi-modal solutions will be developed. Probable costs for these will be developed and the projects will be prioritized and placed in an implementation plan.
The following tasks will be completed as a result of the Master Plan update:

RECOMMENDATION
It is recommended that the Town Council approve the attached Resolution Authorizing the Town Manager to issue a Purchase Order in the amount of $125,000 to the Corradino Group, Inc., pursuant to the same terms and conditions set forth in the existing non-exclusive Professional Services Agreement.
