A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, ACCEPTING MULTIPLE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT ALLOCATIONS FROM THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT FOR TRAINING AND OUTREACH CONDUCTED BY THE CUTLER BAY POLICING UNIT; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND
The Florida Department of Law Enforcement (FDLE) administers the Edward Byrne Memorial Justice Assistance Grant (JAG) for the State of Florida. JAG is a national, formula-based, block-grant program from the U.S. Department of Justice (DOJ), with the goal of improving the criminal justice system. The JAG program provides funds to local and tribal units of government as well as state criminal justice agencies, to enhance initiatives in their jurisdiction.
The Town is currently eligible for two grant allocations totaling $10,282.00, and desires to use the funding to support officer training activities and continue the RadKIDS youth safety program. The two proposed projects are aligned with the grant requirements and the applications were developed based on feedback from our Police Major and Officers. The Town wishes to finalize these applications with the FDLE and take all necessary steps to accept the grant allocations and complete the proposed projects. A summary of each project is provided in the chart below.

Cutler Bay Officer Safety and Wellness |

The Town of Cutler Bay requests to use it's $5,246 FY2018 JAG allocation to pay overtime hours so that officers can attend active shooter preparedness training or anti-terrorism training, and CPR/First Aid/AED training. The overtime hours will ensure that the Town has adequate coverage while officers are being trained. Overtime hours may be given to an officer that needs to attend the training or an officer that is scheduled to cover for officers that need to attend training. All training activities take place in Miami-Dade County. |

Cutler Bay RadKIDS Project |
$5,036 |
The Town of Cutler Bay proposes to use $5,036.00 FY 2019 Byrne/JAG Funding to continue the RadKIDS children's education safety curriculum conducted by the Town's Neighborhood Resource Unit Officers. RadKIDS is the national leader in children's safety education and offers an empowering skill-based curriculum that will teach children to protect themselves. This project increases children's ability to recognize, avoid, resist, and if necessary, escape violence or harm. Funding will be used to purchase the education toolkits, equipment, and promotional items to support the project. |
RECOMMENDATION
Staff recommends that the attached Resolution be adopted, authorizing the Edward Byrne Memorial Justice Assistance Grant applications totaling $10,282.00, approving the subsequent agreement(s) with the Florida Department of Law Enforcement, and authorizing the Town Manger to execute any and all documents related to the grants, subject to the approval of the Town Attorney as to form, content and legal sufficiency.
