FOR THE TOWN CENTER PLAZA CONCEPTUAL PLANS DESIGN AND COST ESTIMATE SERVICES; AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT RELATING TO THE SAME; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
At the March 18, 2015 Town Council meeting, authorization was given to advertise a Request for Qualifications ("RFQ") No. 15-06 Town Center Plaza Conceptual Plans Design and Cost Estimate Services. In accordance with the Town's Purchasing Ordinance No. 06-22, the RFQ was publicly advertised on June 4, 2015 (Attachment "A").
A "Mandatory" pre-bid meeting was held on June 22, 2015 at which time ten (10) potential bidders attended (Attachment "B"), of which, the Town received two (2) proposals by the designated July 22, 2015 deadline. As provided for in the RFQ, an Evaluation Committee was established to Evaluate and Rank each of the responsive bidders' proposals.
On August 12, 2015, the Evaluation Committee met to Evaluate and Rank two (2) short listed bidders/firms. On September 18, 2015 the Evaluation Committee conducted oral presentations which included the following bidders:
* KIMLEY-HORN & ASSOCIATES, INC. 89.1
* BEA ARCHITECTS INC. 84.9
Attached for your review, are the Evaluation Committee's Combined Scoring Sheets (Attachment "C").
Kimley-Horn & Associates, Inc. is being recommended for the Town Center Plaza conceptual plans design and cost estimate services as the highest ranked bidder/firm. The firm's submittal package is attached hereto for review (Attachment "D").
