A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, SELECTING WOLFBERG ALVAREZ & PARTNERS FOR AQUATIC FACILITY CONCEPTUAL PLANS DESIGN AND COST ESTIMATE SERVICES; AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT RELATING TO THE SAME; AND PROVIDING FOR AN EFFECTIVE DATE.

BACKGROUND AND ANALYSIS
At the March 18, 2015 Town Council meeting, authorization was given to advertise a Request for Qualifications ("RFQ") No. 15-05 Aquatic Facility Conceptual Plans Design and Cost Estimate Services. In accordance with the Town's Purchasing Ordinance No. 06-22, the RFQ was publicly advertised on June 4, 2015 (Attachment "A").
A "Mandatory" pre-bid meeting was held on June 19, 2015 at which time twelve (12) potential bidders attended (Attachment "B"), of which, the Town received six (6) proposals by the designated July 20, 2015 deadline. As provided for in the RFQ, an Evaluation Committee was established to Evaluate and Rank each of the responsive bidders' proposals.
On August 11, 2015, the Evaluation Committee met to Evaluate and Rank four (4) short listed bidders/firms. On August 28, 2015 the Evaluation Committee conducted oral presentations which included the following bidders:
* WOLFBERG ALVAREZ & PARTNERS 94.25
* KIMLEY-HORN & ASSOCIATES 91.50
* GILI-MCGRAW ARCHITECTS LLP 88.50
* MOBIO ARCHITECTURE, INC 85.91
Attached for your review, are the Evaluation Committee's Combined Scoring Sheets (Attachment "C").
Please find attached for your review the highest ranked bidder/firm which is being recommended. (Attachment "D").
